While Net Slum requires Level Up cards (which are normally unavailable to those who have not participated in tournaments), its effect, when properly used, can score you free points. Use it early in the game when you have several easily playable monsters in your discard pile while the opponent has mostly actions, items, events, or other weak monsters. It could be helpful to use this card after using an effect that removes cards from the opponent's discard pile from the game.
