A mysterious man with long hair and a monocle on his right eye. He first appears on a rooftop with Cello, while in battle with Kite.

Fluegel has long white hair with a monocle over his right eye. He wears a black tench coat adorned with clocks and armored boots. After being Data Drained by Kite his character reverts to having black hair, a dress shirt, slacks, suspenders, and tie similar to a 19th century banker. A single clock still remains on the side of his collar. He uses a clock themed gun called "Brieler Rossle" and is usually seen chewing candy.
